Resp & Qualifications PURPOSE: Responsible for performing advanced analysis and problem resolution in support of the Finance and Contracts activities; and preparing meeting materials with supporting documentation for the Board of Directors and other Executive Leadership presentations. Leads special projects focused on process improvements and analyzes the financial and operational implications, and the corresponding risks and opportunities of business decisions and arrangements impacting the business. Responsible for analyzing standard and ad hoc operational, financial and productivity metrics. Responsible for the development and implementation of strategies and tactics to ensure continued improvement in administrative cost structure and the synchronization of systems, people, and processes. ESSENTIAL FUNCTIONS: Leads the analytical review of the annual administrative expense budget and various forecasts; and supports the development of thefive - year plan and monitoring of performance against the Divisions goals. Includes working with Leadership, cost center managers, other Finance management, as well as various other areas and levels of the company; preparing presentations for Senior Management and the Board of Directors; monitoring and analyzing monthly expenses to determine appropriateness, including expense allocation methodologies (direct and indirect); and reporting on expenses and variances from plan and forecast. Responsible for providing support and direction to management on administrative expense issues, including the development of analytical tools, reports and communications on expense and operational goals and objectives. Serves as the source of operational and financial information used in making business decisions. Develops strategies for managing budgets to targets. Participates in Division projects and meetings in order to ensure operational and financial goals and objectives are met and that projects achieve and maintain optimum efficiency and satisfaction standards. Directs the investigation and assists in the resolution of any unusual trends or potential issues to assure data integrity and identify business issues, as appropriate. Responsible for analyzing standard and ad hoc operational, financial and productivity metrics. Responds to executive, director, and manager inquiries, handles special requests, researches complex financial issues and prepares financial data for presentation to executive management. Manages research and other special projects and ad-hoc requests such as productivity analysis, variance analysis, forecasting, etc. SUPERVISORY RESPONSIBILITY: Position does not have direct reports but is expected to assist in guiding and mentoring less experienced staff. May lead a team of matrixed resources. QUALIFICATIONS: Education Level: Bachelor's Degree in Accounting, Business Administration, Finance, related field or equivalent technical training OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience. Licenses/Certifications Upon Hire Preferred: Certified Public Accountant (CPA) Experience: 8 years demonstrated progressively responsible work experience in finance accounting or quantitative analysis. Preferred Qualifications: Strong knowledge of CareFirst organization and financial systems and processes; Government and Medicare contracting knowledge (FAR); in-depth knowledge of GAAP and STAT accounting rules. CPA licensure and/or MBA. Expertise in cost accounting allocations and methodologies; and working knowledge of Cost Accounting Standards (CAS); and experience with Oracle Financial and Hyperion applications. Knowledge, Skills, and Abilities (KSAs) Financial modeling skills Problem solving, planning and Business Analysis skills. Proficient with financial analysis software (i.e., Delphi Technology, Oracle E-Business Suite Financials, Longview). Proficient with database entry and query software. Excellent communication skills both written and verbal with the ability to convey complex concepts. The ability to create and compile materials consisting of data, charts and graphs. A self-starter, with the ability to also function effectively as a team member. Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging. Salary Range: $78,768 - $156,442 Salary Range Disclaimer The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the work is being performed. This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilites of the position, the candidate's work experience, education/training, internal peer equity, and market and business consideration.
