The incumbent identifies and resolves routine complaints or problems; determines scope, nature, and interrelationships; and resolves problems using appropriate methods and techniques selected from many alternatives. Major duties include: Processes a range of actions, including those that have unusual conditions or issues requiring deviation from standard procedures to complete the action. Assists HR Specialists and others by performing structured segments of their work or participating on projects and studies. Performs detailed review of records and other documentation, prepares and presents summaries of information for further analysis and processing. Conducts interviews to identify and organize pertinent facts of a situation. Responds to inquiries concerning HR entitlements and services, processing procedures, alternatives, and requirements, and provides other information depending on the nature of the issue, organization serviced, status of the requestor and similar factors. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-7, then you may move from a GS-05 to a GS-7 in as little as two years. Requirements Conditions of Employment Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Knowledge of personnel related automated systems used to process personnel related actions, perform analysis, review products, and identify problems; knowledge of and skill in oral and written communication to exchange information effectively and to convey ideas and concepts in a clear, precise manner. OR You may substitute education for specialized experience as follows: A four (4) year course of study leading to a bachelor's degree at an accredited college or university in any field of study. OR You may qualify with at least one (1) year of combined education and experience as defined above. GS-06: You must have one (1) year of specialized experience equivalent to the next lower grade level (GS-5) in the normal line of progression in the Federal service. Specialized experience for this position includes: Knowledge of personnel rules, procedures, or operations to perform a wide variety of interrelated personnel clerical and technical work. Knowledge of skills used to complete or provide support for staff assignments, commitments, deadlines, operating policies, and priorities to coordinate, refer problems/issues, provide information, and resolve problems. Knowledge of personnel automated systems for processing personnel and payroll actions, analyzing records, reviewing products, identifying problems, and developing recommendations; knowledge of oral and written communication techniques to explain programs, clarify problems, and assist in preparing course material. GS-07: You must have one (1) year of specialized experience equivalent to the next lower grade level (GS-6) in the normal line of progression in the Federal service. Specialized experience for this position includes: Knowledge of human resources policies, rules, and procedures sufficient to provide advice and information, carry out assignments, and resolve issues. Extensive knowledge of personnel automated systems used to process a wide variety of personnel actions and payroll documents, perform research and analysis, review products, identify problems, and develop recommendations. Knowledge and skill in utilizing a computer with office applications to perform operations and prepare complex documents including spreadsheets, tables, graphs, etc., and knowledge of client and web-based software. Knowledge of oral and written communication techniques to provide advice and prepare report narratives and basic instructions, and to effectively communicate in explaining complex programs and in clarifying difficult problems.For more information on qualifications please refer to .
