Salary: $122,278.21-136,216.95 This position will remain open until filled with preference given to applications submitted by 4:30pm on Friday, August 16. Position is subject to pre-employment requirements including drug and alcohol screen; as allowed by State law, background check, and leadership assessment. Primary Objective of Position The Director of Finance is responsible for highly complex financial administration of federal, state and local funded transit grant programs, including grant application, compliance management and mandated reporting. The Director of Finance administers the preparation of the annual budget, purchasing, capital and operations, planning and revenue monitoring and is responsible for accounting, revenue and statistics, debt, investments, payroll, financial analysis and performance reporting. The Director of Finance is responsible for the oversight of procurement and accounting. The Director of Finance is the designated Disadvantaged Business Enterprise (DBE) Officer. Essential Functions of the Position Essential duties listed below are intended only as illustrations of the various types of work that may be performed. Management and Supervision of Staff Manage employee performance; provide coaching and mentoring, address performance concerns and issue discipline as appropriate Manage Finance and Procurement Staff in daily responsibilities in the areas of procurement, accounting and finance Monitor employee compliance with established department and agency procedures, policies, rules, regulations and schedules Maintain a visible presence in support of Finance and Procurement department functions Assist the Human Resource and Training and Safety department in Screening, interviewing and hiring regular Administration staff and/or interns Planning and preparation of training and remedial programs for new and present Administration staff Assist the Chief Administration Officer (CAO) with negotiation, interpretation and administration of the terms and conditions of collective bargaining agreements Communicate and collaborate with management staff to review and address employee comments, concerns and/or complaints regarding Finance and Procurement processes, procedures and/or resources Finance and Accounting Develop, implement and maintain financial policies and procedures. Monitor and review federal and state legislative proposals for potential financial impacts on the Commission. Ensure proper controls over fare collections and fare boxes. Oversee sales and distribution of fares, third party outlets and regional fares Oversight of accounts payable, revenue collection, and payroll and in all purchasing activities, including proposals and bids, insurance coverage, operational and capital purchasing, parts procurement, cycle counting procedures and monitoring of capital asset program Develop the annual budget, multi-year budget forecasts, and financial reports Responsible for the annual audit process. Prepare and review audit work papers, reconciliations, and applicable reporting requirements. Liaison to the independent audit firm Responsible for all investments, ensuring compliance with investment regulations and requirements Responsible for all debt transactions. Oversee capital financing transactions, including the issuance, management and administration of revenue bonds, and federal and state grants. Advise and present to senior management and the Board of Commissioners on all financial aspects. Research, analyze, and interpret financial data to provide financial and compliance recommendations Responsible for all regulatory reporting, ensuring all requirements are met and reports to federal, state, and other agencies are accurate, clear, complete and comprehensive. Administers Disadvantaged Business Enterprise (DBE) program ensuring compliance Responsible for performance reporting, revenue, and federal, state and local transit grant reporting, ensuring all compliance and mandates are being met Direct all grant preparation and administration. Responsible for requesting reimbursement and grant close-outs Coordinate with the senior staff on development of Capital Improvement Program (CIP), State Transportation Improvement Program (STIP), and annual State Public Transit Assistance Program application Oversight of procurement; including negotiations, monitoring, and management of Metro Bus contracts, utilizing principles and practices of public purchasing and bidding and principles and practices of contract development Communicates courteously and professionally and maintains respectful working relationships with coworkers and customers in carrying out job functions Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices Knows and follows safety rules and guidelines as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work When potentially unsafe conditions are observed, makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner Performs other duties and activities as assigned Minimum Qualifications The job requires a four (4) year degree in accounting, finance, business administration, public administration or related field of study and seven (7) years of financial management experience including experience in public sector budgeting and five (5) years of management and supervision experience or an equivalent combination of education and experience. Knowledge, skills and abilities required include: Considerable knowledge of the principles and practices of governmental budget preparation, administration and forecasting Considerable knowledge of Generally Accepted Accounting Principles including Governmental Accounting Standards Board pronouncements and MN unit of government budgeting and financial administration; and applicable federal, state and local laws regulating financial management Considerable knowledge of the principles and practices of financial analysis, cash flow modeling, economics, and reporting Ability to establish and maintain effective internal and external relationships and able to deal tactfully and courteously with coworkers, customers and clients Employ good judgment and make sound decisions in accordance with established procedures and policies. Ability to interpret and explain policies and procedures Ability to interpret and work efficiently from written and oral instructions Ability to maintain confidentiality of critical records and information Ability to multi-task and manage multiple projects simultaneously with meticulous attention to detail Must be able to read and speak English well enough to interpret and explain policies and procedures and effectively communicate with team members. Bilingual a plus Must possess a valid driver’s license or evidence of equivalent mobility Interpersonal skills sufficient to exchange and or convey information, receive work direction, and maintain effective working relationships with all levels of employees, committees and groups and to diffuse situations/conversations that have escalated beyond normal limits Desirable Qualifications Master’s degree or CPA Public Transit experience Physical Demands and Working Environment This position is predominately in an office environment requiring extended periods of sitting Utilizes personal computer, phone and other office equipment on a regular basis Will require limited travel outside of the office.
