REPORTS TO: Veterans Service Officer (VSO) FLSA STATUS : Non-exempt SALARY GRADE RANGE : $16.00/ hour, 20 hours per week DATE ADOPTED : January 2024 JOB SUMMARY: Duties : It is the duty of the Veteran's Assistant to aid and assist the Veterans Service Officer in assisting residents of Alamosa County who served honorably in the United States Army, Air Force, Coast Guard, Navy, Marine Corps, or any other armed service of the United States, or the surviving spouse, administrator, executor, guardian, conservator, or heir of any such veteran, or any other person who may have proper claim, by filing of claims for insurance, pensions, compensation for disability, hospitalization, vocational training, or any other benefits which such person may be or may have been entitled to receive under the laws of the United States or the state of Colorado by reason of service. Cooperation with the division of veterans affairs : The Veteran's Assistant will aid and assist the Veterans Service Officer and shall cooperate with the Division of Veterans Affairs, its officers and employees, and other national, state, or county veterans service officers in the performance of his duties. He, on request, shall assist the division of veterans affairs in every possible and reasonable way, including the rendering of any reports requested by it and the handling or processing of any veterans’ cases or other matters according to standard procedures established by the division of veteran’s affairs in furtherance of efficient and prompt service to all veterans in the state of Colorado on a uniform basis. Such officer shall always work in the best interest of his or her clients in an attempt to maximize the amount of federal veteran benefits that they receive. Additionally, the Veteran's Assistant will aid and assist Alamosa County Veterans Service Officer (VSO) with undertaking programs and engaging in activities to reduce state public assistance expenditures as directed by the division. ESSENTIAL JOB FUNCTIONS: ( The following are illustrative of essential functions to perform duties and responsibilities of the job. The position may not be required to perform all duties listed, and may be required to perform additional tasks as needed by the Department. The Veteran’s Assistant must maintain a professional and courteous demeanor when communicating with the County Administrator, the Board of County Commissioners, other officials, veterans, and the public. The Veteran’s Assistant is the first point of contact with the public. Greeting Veterans, their families, and the general public when they enter the office Answers the phones Maintain office equipment Schedule office visits for VSO Assist VSO in completing forms using VetraSpec for veterans Make new files for incoming veterans and maintain old/current files Do income verifications for veterans Assist VSO in working with Volunteers of America, La Puente, Realtors, other Valley VSO’s and the Veterans Coalition Must be able to produce reports for the Board of County Commissioners and County Administrator upon request. Maintain multiple spreadsheets tracking grants, veterans services, and expenses Office management and clerical duties, check mail, surveys, and reports Utilizes computerized data entry equipment and various software in the preparation of reports, documents, applications. Stay informed and in compliance with all State of Colorado veterans services requirements. Reports to the Veterans Service Officer and assists in other duties assigned REQUIRED QUALIFICATIONS: Qualifications : Resident of the State of Colorado Appointee shall be well qualified based on their education and experience to perform the duties of the county Veterans Service Officer Assistant. Skills : Excellent computer skills and the use of Microsoft Office, Word, Excel and Powerpoint Experience demonstrating critical thinking and decision-making skills Effective communication skills orally and in writing. Must be able to prepare memorandums, letters, and other official correspondence. Demonstrated ability to monitor important and complex projects concurrently Read and interpret documents Must be able to research and aid in grant writing Must use independent judgment and initiative in carrying out duties Excellent organizational and time management skills to organize and coordinate work within schedule constraints and state requirements Must maintain confidentiality of sensitive information Must use good phone etiquette Must follow the guidelines of the Colorado Division of Veterans Affairs and the state statues Abilities : Ability to manage multiple priorities with strong analytical, planning and problem-solving skills Ability to research and aid VSO with writing grant requests Ability to prepare comprehensive investigative and analytical reports if needed Ability to follow ethical guidelines applicable to the position as outlined by professional standards, laws, rules and regulations Ability to take initiative with minimal supervision to accomplish all tasks assigned from start to finish. Ability to understand and follow simple to challenging oral and written instructions Ability to multitask and work well under pressure Ability to work in a stressful environment, using sound judgement in making critical decisions EDUCATION AND EXPERIENCE: Be a qualified Veteran of one of the armed services of the United States The Division of Veterans Affairs shall recommend education and experience qualifications. Valid Colorado Driver’s License is required High School or College Diploma PHYSICAL REQUIREMENTS WORK CONDITIONS AND ENVIRONMENT: The conditions and work environment described below are representative of those that an employee may encounter while performing the essential functions of this job. Work is generally performed in an office environment. At times may require working outdoors in extreme conditions. Position requires the ability to operate a computer keyboard and standard office equipment at efficient speed. The employee is frequently required to use hands to finger, handle, or feel objects, tools or controls, and to reach with hands and arms. The employee is required to sit, talk, walk, stand, climb, balance, stoop, kneel, crouch, crawl, see, and hear. Hearing and vision correctable to normal ranges; close-up vision and the ability to adjust focus across a distance must be able to reach and manipulate objects, tools or controls, drive, frequently lift up to 20 pounds. The noise level may be very quiet to noisy depending on the situation.
