It's fun to work in a company where people truly BELIEVE in what they're doing!We're committed to bringing passion and customer focus to the business.SUMMARYThe Senior Acquisition and Assistance (A&A) Specialist will support USAID/Ukraine's Regional Contracting Office (RCO) with high-level virtual support for twelve (12) months starting in summer 2024. This role involves managing pre-award, award, post-award, and closeout functions for complex, multi-million-dollar acquisition and assistance mechanisms. Works closely with Foreign Service Contracting and Agreement Officers (CO/AOs) and a team of Cooperating Country National (CCN) A&A Specialists to support Mission activities and portfolios, ensuring seamless operations and compliance with USAID standards.As a federal contractor, CNI is a drug-free workplace and adheres to the Federal Controlled Substance Act. ESSENTIAL REQUIREMENTS Must be able to pass a customer background check for access to facilities, equipment and property. This Homeland Security Investigation requires U.S. Citizenship or Permanent Resident (Green Card) status.Expert knowledge of Global Acquisition and Assistance System (GLAAS) and ASIST.Expert knowledge of Federal and USAID regulations, and the associated governing guidance (e.g., the FAR, AIDAR, CFR, OMB Circulars).FAC-C Professional Level II certification.KEY DUTIES AND RESPONSIBILITIESEssential Duties and responsibilities include the following. Other duties may be assigned.The provision of expert-level A&A services throughout the procurement process for complex A&A mechanisms, including, and not limited to, competitively negotiated contracts, task orders, cooperative agreements, grants, Interagency Agreements (IAA), and sole source or limited competition awards.Coordination of A&A objectives development, taking primary responsibility for all phases of the pre-award A&A process for complex actions and producing all required documents to make compliant awards.Completion of post-award A&A actions.Provision of guidance and mentoring to junior-level staff on foundational principles of USG and USAID acquisition, assistance, general A&A management, A&A policy direction, new/changed procurement policies, etc., as required.Development of training sessions to teach A&A and AOR/COR colleagues about A&A best practices.Robust participation in RCO's overall execution of the Mission's A&A program.Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.Responsible for aiding in own self-development by being available and receptive to all training made available by the company.OTHER DUTIESPlease note this job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee for this job. Duties, responsibilities and activities may change at any time with or without notice.EDUCATION AND EXPERIENCEBachelor's degree and a minimum of ten (10) years' relevant experience, or equivalent combination of education/experience.JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIESExpert understanding of USG and USAID laws, regulations, policies, and procedures governing each type of A&A mechanism.Advanced knowledge of the procedures for pre- and post-award A&A actions.Excellent written and oral communication skills.Proven ability to handle complex procurement actions.Proven ability to work under pressure and complete procurement actions within vastly accelerated timelines.LANGUAGE SKILLSAbility to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.MATHEMATICAL SKILLSAbility to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.REASONING ABILITYAbility to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
