ABOUT THE DEPARTMENT OF PUBLIC WORKS: The Department of Public Works is a 270-person department committed to providing dependable, high-quality services; developing a safe, healthy, livable environment; supporting and developing the work force; engaging the community and providing excellent customer service; and planning for a sustainable future. ABOUT THE ROLE :The Senior Project Manager is a key member of the Engineering Division at the Department of Public Works and reports to the Assistant Commissioner for Engineering / City Engineer through the Director of Engineering Services. The ideal candidate for this position will have a vision for developing and implementing long-range infrastructure plans, combined with strong technical skills.Approximately 45% of the City of Cambridge is served by a combined sewer system with 7 active CSO outfalls that the City owns and operates. Over the next several years, the City will be developing an updated CSO Control Plan. The plan is the first CSO Control Plan to incorporate future climate projections and is being developed in close collaboration with the MWRA and the City of Somerville. The Senior Project Manager will lead the City's overall CSO program including the development of the updated Control Plan, regulatory compliance, policy development and project implementation. ESSENTIAL DUTIES AND RESPONSIBILITIES: Administer the City's CSO Program including Water Quality Variances, MWRA Municipal Permit and NPDES CSO Permit. Manage the NPDES CSO Permit compliance including monitoring, reporting and outreach efforts. Lead the CSO Control Plan Update including managing budgets, consultants and alternatives analysis; evaluating project costs and benefits; leading community engagement efforts; and collaborating with the City of Somerville, MWRA, EPA, MassDEP and watershed associations. Support the development of City regulations, policies, design guidelines, and standard procedures to reduce combined sewer overflows. Monitor and evaluate state and federal regulation changes; and develop comment letters on proposed regulatory changes. Lead the implementation of local and regional infrastructure projects to reduce combined sewer overflows and address increased precipitation associated with climate change. Represent the City on regional planning processes such as the Resilient Mystic Collaborative and the Charles River Climate Compact. Support the bi-annual updates to the City's 10 Year Sewer and Drain Infrastructure Plan. Review building permit applications to ensure that proposed work is compliant with DPW standard specifications, accessibility requirements, stormwater management goals, and streetscape design standards. Assist in emergency situations as required including, but not limited to, significant inclement weather events and participate in a 24 hour a day on call rotation. Other related duties and responsibilities as assigned. MINIMUM REQUIREMENTS: Education and Experience: Bachelor's degree in urban planning, civil engineering or related field. 5 years' experience implementing NPDES CSO programs. 5 years' experience in community outreach and engagement. 3 years' experience in managing infrastructure design/construction in dense urban environment. Experience in successful project management, including the ability to develop and manage budgets; and navigate complex relationships. Experience with climate change models and incorporating climate change projections into infrastructure planning. Knowledge, Skills, and Abilities: Excellent analytical skills with high attention to detail. Ability to build collaborative relationships with regulatory agencies, subject matter experts, staff and the community. Ability to produce clear and concise technical documents and presentations. Ability to interpret technical information accurately and make decisions in a fast-paced environment. Demonstrated ability to work independently and manage multiple demands effectively. Ability to develop and implement creative outreach efforts to engage the community. Proficiency with a variety of computer software typical to professional office environment including word, excel, smartsheet, teams, and zoom. Good judgement, high ethical standards and personal integrity. PREFERRED QUALIFICATIONS: Master's in planning, Civil Engineering or related field. Experience implementing NPDES MS4 programs Experience with state and municipal procurement laws and regulations. Knowledge and understanding of Massachusetts climate change resiliency standards. Knowledge and understanding of environmental laws and regulations as they pertain to municipal sewer and drainage system design, construction, and operation. Knowledge and understanding of hydraulic modeling. Knowledge of complete streets design emphasizing accommodation for cyclists and pedestrians, including state and federal accessibility requirements. Knowledge of green infrastructure and urban forest best practices. Knowledge of Cambridge infrastructure PHYSICAL DEMANDS: Work involves frequent site visits, requiring travel to and through construction zones, driving, walking, bending, squatting, reaching and stretching. Ability to access, input and retrieve information from a computer. Ability to operate office equipment including copiers, printers and scanners. WORK ENVIRONMENT: Work involved is both indoors in a professional office setting, which includes fluorescent lighting and air conditioning, and outdoors, which includes construction sites and congested city roadways under all roadway conditions.
