DEP is seeking an experienced Program Manager II professional to manage a compliance, inspection and enforcement program to ensure that stormwater management (SWM) Best Management Practices (BMPs) are functioning properly in accordance with State and local laws. The position will primarily focus on the maintenance of privately owned stormwater management BMPs. The position resides in the Stormwater BMP Inspection and Maintenance Section within the Watershed Restoration Division. The successful candidate will manage all aspects of the privately owned SWM facility inspection and compliance program to ensure that the facilities are functioning properly to protect water quality and comply with State and local stormwater manage ment laws and regulations. Duties will include supervising inspection, overseeing a successful compliance program, ensuring appropriate and accurate field inspection documentation, developing unit policies and procedures, and assisting in tracking and reporting program indicators. Key responsibilities include, but are not limited to: * Managing the Department of Environmental Protection's Stormwater Management Inspection and Compliance program to en sure that all privately owned and operated SWM BMPs under County jurisdiction are maintained and functioning properly and comply with State and local stormwater management laws and regulations and the County's Municipal Separate Storm Sewer System (MS4 permit). Overseeing a successful compliance program through coordination with County and State agencies, DEP inspection and engineering staff, property owners and their representatives, and the County Attorney's Office. * Managing a compliance and enforcement program including development of compliance policies and procedures, complaint tracking and resolution, and issuance of enforcement notices and actions. Assisting in the research of property ownership, easements and covenants, and maintenance agreement issues. Providing outreach and education to property owners and their representatives to achieve voluntary compliance wherever possible and practical. * Developing inspection procedures and protocols and assessing unit effectiveness and making recommendations for improved efficiencies. Developing and tracking program metrics, including compliance rate, and number of enforcement actions. Ensur ing QA/QC of field reports and database entries. * Coordinating with the Department of Permitting Services on SWM design and construction issues which effect proper main tenance and functioning of SWM facilities. Coordinating data sharing activities with County agencies for mutual support of drainage infrastructure and participating in DEP/DPS/DOT policy coordination committees. * Serving as a Deputy Dam Administrator for DEP maintained significant and high hazard dams, working with the County's Dam Administrator to prepare and finalize annual Emergency Action Plans, and participating in emergency response associated with dam safety during major storm events. The ideal candidate will have considerable knowledge of storm water management systems, principles and theory, maintenance requirements and practices, field inspection practices, and knowledge of federal, state and county stormwater management laws. Knowledge of construction practices and ability to read and interpret construction plans and specifications are essential. Knowledge of civil, environmental, structural or geotechnical engineering would be beneficial. Knowledge of dam construction and safety protocols is a plus. The candidate should have experience managing technical and non-technical staff performing field operations, and the ability to interact with the public, staff within DEP and other governmental agencies, contractors, elected officials and/or their staff on SWM facility inspection and maintenance complaints, facility transfer issues, enforcement actions and other related technical issues. The candidate should have knowledge of contracting procedures; program development, implementation, management and evaluation; as well as knowledge of data management, database systems and applications, including Geographical Information Systems. The successful candidate must have the ability to work in a collaborative environment within a large organization with multiple, and often conflicting, priorities, and have excellent interpersonal, written and oral communication skills. The successful candidate should have demonstrated ability to deal tactfully, effectively, and equitably with the public. This position requires possession of a valid driver's license and the ability to drive a County vehicle to attend meetings, con duct site visits for inspections and investigations, and perform other work at locations throughout Montgomery County not readily accessible by public transit. This position will also serve as the Deputy Dam Administrator in the case of activation of the Dam Emergency Action Plan during significant rainfall events, which will require the ability to drive to high or significant hazard dams in the county. This position involves field work, including walking long distances over uneven terrain, climbing ladders, and the ability to lift 50 pounds. The position may also be required to work in adverse weather conditions during severe weather events as required to inspect and monitor dams and water impoundments. Occasional evening or weekend work outside of normal business hours may be required. As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations envi ronment based on mutual trust, respect, and cooperation. To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe. MINIMUM QUALIFICATIONS Experience: Thorough five (5) years professional experience in environmental programs related to stormwater management and stormwater management inspection programs or other environmental inspection programs. Supervisory experience is required. Education: Graduation from an accredited college or university with a Bachelor's Degree. Equivalency: An equivalent combination of education and experience may be substituted. License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence. PREFERRED CRITERIA: There are NO Preferred Criteria Assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified", placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a "Transfer" candidate and may be considered for an interview. Some knowledge of basic engineering principles related to stormwater management facility design is preferred. * Experience in the supervision of technical and non-technical staff. * Code enforcement experience along with knowledge of fundamentals to manage a successful compliance program. * Knowledge of the principles, practices or techniques of program development, implementation, management and evaluation, including managing multiple task assignments, milestones, and goals; preparing and maintaining records and reports; recom mending improvements to program. * Thorough familiarity with research of land records, easement documents, and property ownership research. * Experience with data management, database systems and their applications including Geographical Information Systems to support program tracking, reporting and analytical needs. Knowledge of basic computer programs such as Microsoft Word, Excel, Access and Power Point.
