ABOUT MTC The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. ABOUT THE ROLE Human Resources supports employees through their entire experience at MTC and are the go-to for all things related to employment.The Employee and Labor Relations Manager functions as a program manager and specialist, providing complex advice and services to departments across the agency. This position is in the employee and labor relations function of the Human Resources team. The position works closely with department managers and supervisors in the interpretation and application of personnel policies and regulations, advising on human resources procedures and practices, and performs a variety of analytical studies and projects. The position independently handles aspects of employee and labor relations services. It provides advice and assistance on employee performance management, progressive discipline, employee rights and due process associated with disciplinary and adverse actions, and employee leaves such as the interactive process and reasonable accommodation. The position also conducts and/or provides support to meet and confer processes and successor bargaining, responds to labor representative requests for information, advises departments regarding subjects of bargaining and strategies to support effective labor relations, and researches and evaluates claims, grievances, and complaints. It provides consultation and recommendations to staff and managers in the interpretation of policies and procedures and conducts training/educational sessions to staff and managers.Supervise and/or directly carry out the following duties: Lead the employee relation and labor relations activities for the department. Perform advanced human resources duties, and complex research and evaluation involving work methods, personnel law, policy development, cost/benefit analysis and budget projections, and industry best practices. Prepare reports summarizing legal issues, policy options and staff recommendations, and make presentations to employee groups and executive management. Coordinate, plan and oversee two or more operational or functional activities within the unit; conduct short and long-range planning and agency needs assessments. Assess program effectiveness; report on approaches and methodologies practiced by other public and private employers. Liaison with human resources professionals and service providers (i.e., benefits, training, employee relations, etc.), to stay abreast of current trends and issues. Work closely with Human Resources Director to maintain a progressive human resource service delivery that meets the needs and expectations of employees and management. KNOWLEDGE, SKILLS, & ABILITIESIndividuals at the Principal level are expected to have the following knowledge, skills, and abilities: Knowledge of : Principles and practices of human resources administration, particularly related to the area of employee relations, leaves and accommodations. Applicable laws, codes, regulations and ordinances. Computer applications related to the work, including spreadsheet applications and database applications. Research methodology, data collection and basic statistical analysis techniques. Practices of conducting research and preparing effective reports, procedures, correspondence and other written materials. Business writing and editing. Ability to : Perform professional-level, public agency human resources work independently and creatively. Interpret, apply and explain complex federal, state and local laws, ordinances, policies and procedures, and bargaining unit agreements. Collect, analyze, interpret and evaluate a variety of complex data. Prepare clear and concise reports and recommendations, policies, procedures, correspondence and other work products related to the assignment. Communicate effectively, including making presentations of findings, recommendations and policies before public officials, other officials, employees, employee representatives and community groups, in order to gain concurrence and cooperation through discussion and consensus building. Recognize and resolve problems of a sensitive or political nature, analyzing situations, selecting alternatives, recognizing consequences of proposed action, negotiating mutually satisfactory solutions to problems and implementing recommendations. Plan and direct the work of professional, technical or support staff on a project or day-to-day basis. Use initiative and sound independent judgment within established procedural guidelines. Establish and maintain effective working relationships of those interacted with in the course of the work, including County officials and managers, employee representatives, representatives of other governmental agencies, employees, and the public. MINIMUM QUALIFICATIONS An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is: Education : Completion of a bachelor's degree from an accredited college or university required. Degree should be in an appropriate discipline such as human resources, organizational development, public or business administration, or related and applicable field. A Master's degree is preferred. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application. Consideration will be given to years of experience in lieu of specific degrees. Experience: Minimum of five years of employee labor relations experience. PREFERRED QUALIFICATIONS: A bachelor's degree in personnel management, labor relations, organizational development, public or business administration or closely related field. Seven years of increasingly responsible professional human resources experience. License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
