Wisconsin Economic Development Corporation Position Description Position Title: Policy & Program Analyst Department: Policy & Program development Reports to: Senior Director of Policy Position(s) Supervised: N/A FLSA Status: Exempt Position Summary The Policy & Program Analyst is responsible for collecting, analyzing, and communicating policy and program information to WEDC staff to achieve objectives and strategic initiatives. In support of these duties, the Policy & Program Analyst conducts research and develops options for business and community development by analyzing enterprise data and relevant public policy. The Policy & Program Analyst also serves as a subject matter expert by providing guidance on policy reports, briefs, and program development.________________________________________________________________________________________________________________________________ Responsibilities The Policy & Program Analyst will spend a majority of their time in these activities: Coordinate the development of WEDC program guidelines and midyear revisions. Facilitate the analysis of measurement information and draft recommendations to improve WEDC program performance through periodic and comprehensive program evaluation. Draft policy and fiscal analysis of state economic development-related legislation, initiatives, and policy issues in Wisconsin. Conduct analysis of state and federal laws, regulations, and programs to identify strengths, weaknesses, opportunities, and threats for economic development in Wisconsin. Support inter-agency efforts in the compilation, review, and publication of the Annual Report on Economic Development. Assist with outreach to partners and stakeholders to solicit input on programs and policies. Support cross-functional WEDC group work. Establish and maintain information sources and liaison with legislative service agencies, the Department of Revenue, and the Department of Administration. Prepare oral and written reports on research results for a range of outlets and audiences. Contribute to continuous process improvement efforts. Other duties as assigned. ________________________________________________________________________________________________________________________________ Education and Experience: Three to five years of experience in economics, statistics, public policy or related field preferred. Bachelor's degree in Economics, Public Policy or a related field or comparable education/experience/training. Experience in legislative analysis and state budget development preferred. Skills and Talents: Quantitative, analytical, and problem-solving skills PC applications including word processing, spreadsheet, database management and Windows software. Strong project management and organizational skills; attention to detail. Research, writing, and communication skills required. Possesses a high level of knowledge of state and federal laws/regulations, rules, policies and procedures. ________________________________________________________________________________________________________________________________ Other Requirements: State-wide travel may occur, 10% of the time. Travel is anticipated to include day and overnight travel.
