Manager - Surgical Services SURGICAL SERVICES (Billings Clinic Main Campus) req7989Shift: DayEmployment Status: Full-Time (.75 or greater) Hours per Pay Period: 1.00 = 80 hours (Exempt) Starting Wage DOEThe Manager of Surgery Center provides nursing leadership for the development, and advancement of nursing within the assigned areas which includes Pain Management Program, Operating Rooms, Procedure Rooms, and Central Sterile Processing. The Manager assumes the role as a leader in planning and managing the department and staff to assure quality service on a 24/7 basis. The manager is responsible for meeting AORN standards, complying with corporate policy and procedures, managing supplies and equipment in the units, promoting teamwork with physicians and all healthcare providers, promoting internal and external customer satisfaction, and for appropriate resource management. The Manager hires and leads the professional development of clinical staff through competencies and orientation. The Manager shall utilize the principles of management to ensure the continual delivery of optimal care in Perioperative Service consistent with philosophy, goals, policies and procedures of Billings Clinic. They adhere to the Corporate Compliance Plan and to all rules and regulations of the applicable local, state, and federal agencies and accrediting bodies. The Manager shall actively participate in outstanding customer service to all external and internal customers and will maintain relationships that are equally respectful to all. Participates with Teams that have identified opportunities for departmental growth in collaboration with key stakeholders. Supports professional practice model through support of the SC Partnership Councils. Manages the daily operations of the SC. Accountabilities include quality of services; short and long range planning to achieve goals and objectives that align with the Organizational Strategic Plan. Budget support; physician and interdepartmental/intradepartmental relations; personnel management, and customer relations.Essential Job Functions* Develops and oversees department cost centers to ensure adherence to organizational mission, vision, values, strategic goals, and business strategies. Interprets and supports the mission and philosophy of Billings Clinic. Responsible for promotion of, and adherence to, the elements of Billings Clinic's Code of Business Conduct and corporate compliance program. * In collaboration with physician leadership and other medical staff, administration, and other health care providers, develops and implements short and long range plans, and leads, develops and revises programs which enhance department services. * Develops, implements and maintains Surgery Center Plan of Care for the areas of accountability * Develops and maintains community relationships as it relates to the continuum of care * Participates in the development of patient care delivery models and/or care programs, nursing policies and procedures that describe how patient care needs and/or patient populations receiving nursing care are assessed, evaluated and met. * Participates in the development and implementation of Billings Clinic's plans for providing nursing care to patients. Participates in the implementation of an effective, ongoing program to measure, assess and improve the quality of nursing care. Monitors compliance to the plan. * Promotes a learning environment that empowers nurses to provide safe, reliable, patient-centered nursing care that is effective, compassionate and efficient care in the surgical setting as applicable. * Maintains appropriate skill/knowledge of application and patient relevance of commonly used equipment specific to area; pharmacological application; application of laboratory values with disease process or physiological status. * Leads departments in the overall marketing, program development, and service priorities. Coordinates with nursing leaders in pursing service line/organizational goals and synergy in implementing plans and problem resolution. * Markets and promotes programs and services to both internal and external healthcare providers and community members. * Supports community education and awareness by conducting public education programs, participation in health fairs and other events. * Promotes the value of health care provided by the organization by creating effective public relations programs to differentiate and promote the services provided within the Service Line and Organization * Develops, implements, and maintains a realistic, cost-effective annual budget. * Manages donated funds, grants and contracts appropriately * Enhances operational effectiveness, emphasizing cost containment and enhancing patient access without compromising quality of care or patient safety * Monitors periodic financial statements by measuring the relevant business activity and financial position of the assigned areas and the organization to ensure appropriate financial management * Develops and presents financial analyses by employing a variety of techniques (modeling, forecasting, benchmarking, cost/benefit analysis, etc.) to enhance understanding and improve decision making * Establishes a system of controls by designing and enforcing checks and balances to minimize the risk of financial loss * Practices process improvement principles to assess and improve the quality of the service/care provided within the department. Maintains competency in all organizational, departmental and outside agency environmental, employee or patient safety standards relevant to job performance and ensures compliance of nursing department and staff. * Adheres to patient safety standards and identifies and anticipates problems and safety issues and initiates appropriate action. * Champions and shares the practice implications of nursing research and evidence based practice. * Leads assigned areas in compliance with all legal, regulatory and/or accreditation standards or guidelines and ensure quality of care standards are adhered to. * Adheres to DNV requirements and Action Plans as written. Metrics maintained and completed as agreed upon. * Develops, retains, recruits, and leads a talented team committed to accomplishing the goals and objectives of Billings Clinic. Recommends, implements, and evaluates plans and systems that assure sufficient number of qualified and competent staff to provide care/services. Adheres to administrative policies and procedures relating to human resource management. * Demonstrates and encourages an ethic of open communication and teamwork throughout the organization. Builds an environment of shared commitment to Billings Clinic's goals and responsibility to achieve quality outcomes. Provides consultation for related concerns and acts as a customer advocate by demonstrating sensitivity to ethical and legal ramifications of practice. * Participates in the evaluation, selection and integration of health care technology and information management systems that support quality of care/financial needs and the efficient use of resources. * Oversees on going information needs for the assigned areas by querying involved users and evaluating the information systems capabilities to enhance quality of care and support financial needs * Directs effective implementation plans, information systems maintenance, and provides access to training resources to continually improve performance * Participates in the development of effective communication linkages through telecommunication and/or internet based technologies to ensure service and operational coordination * Oversees designing, implementing, evaluating and revising academic and continuing education programs offered at Billings Clinic for nurses * Integrates learning resources into programs that address identified learning needs. * Creates processes that support seamless transitions to practice and between practice settings. * Evaluates diverse learning environments and their suitability to the organization and target audiences. * Assures for effective onboarding and general nursing orientation for all nursing and ancillary clinical staff. * Leads nursing departments to employ effective positive learning and practice environment strategies. * Assures for the coordination of clinical nursing student experiences with multiple educational institutions * Collaborates with Human Resources staff to assure for electronic application process for each student. * Coordinates with nursing managers and nursing school faculty for student placements. * Oversees the onboarding process for all students each semester to include EMR and Safety requirement education. * Coordinates with Legal department to facilitate contracts for new nursing educational organizations requesting to utilize Billings Clinic as a site for clinical. * Leads nursing departments to employ effective positive learning and practice environment strategies. * Performs other duties as assigned or needed to meet the needs of the department/organizationMinimum QualificationsEducation* Nursing (BSN) or Bachelors of Arts in Nursing (BAN)* Graduate Degree in nursing education preferredExperience* 5 years nursing practice (preferred in specialty); Nursing Leadership experience a positive.* Experience in a Magnet facility preferred.* Demonstrated management/leadership and program management skillsCertifications and Licenses* Healthcare Provider CPR certification required; additional CPR certifications per established policy and individual department At hire* Current Montana licensure as a Registered Nurse At hire* Current Montana driver's license and the ability to be insured to operate Billings Clinic vehicles At hireOr an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered. Employees that require a licensed or certification must be properly licensed/certified and the licensure/certification must be in good standing.
