Job SummaryThe AOC has a talented workforce comprised of Wage Grade, General Schedule and Exempt personnel. Learn more at www.aoc.gov.Major Duties Research and compile HR data from a variety of sources and pertinent employment laws and regulations to inform the development of human resources policies, instructive guidance and training materials. Monitor new and emerging human resources trends for policy content development to enhance agency human resources policies and programs. Analyze, evaluate and interpret qualitative and quantitative and real-world data, labor market trends and best practices involving talent acquisition, performance management, employee and labor relations and a broad range of human resources topics to inform development of new policies and revision of existing policies. Oversee the identification of policy issues for the current and future impact on AOC, deciphering implications and alternatives. Evaluate the efficacy and effectiveness of existing policies and determine the need for revision and recommend appropriate updates and/or changes to policies as required. Liaise with AOC leaders and other stakeholders to determine needs and goals of human resources policies and programs. Work collaboratively with AOC leadership to build consensus regarding critical HR policies. Synthesize and translate complex information from a wide range of inputs into clear and accessible policies for diverse audiences. Produce high-quality written work products and deliverables. Serve as the agency's HR policy expert to interpret and provide guidance regarding human resources policies and procedures for AOC employees, supervisors, managers and leaders. Prepare formal presentations, including training programs, written guidance and analysis and policy memorandums for diverse audiences. Collaborate with the Office of the Chief Administrative Officer, Policy and Special Programs Division, to maintain policies and relevant documents. Prepare resource materials (i.e., pamphlets, policy aids, sample letters/memorandums and/or subject matter presentations for use by human resources practitioners, leaders, managers, supervisors and employees which explains and effectively implements AOC human resources policies and procedures. Experience developing, drafting, training and advising on policy initiatives is required.
