IT Investment & Strategy Analyst

Title: IT Investment & Strategy Analyst Responsibilities: Improve IT Investment Management Policies and Procedures. Provide analysis of operations and IT Implement IT Dashboard and assist in defining performance measures. Support planning efforts toward achieving operational objectives. Perform analysis of existing portfolio of current and planned initiatives and make recommendations to ensure alignment to strategic goals and operational improvements. Provide a balanced and comprehensive approach to monitor performance measures with actionable Corrective and Preventive Action (CAPA) plans to meet the performance goals. Adopt Federal and Industry Best Practices Support the adoption and reporting of Federal IT Acquisition Reform Act (FITARA) and Technology Business Management (TBM) Implement IT Strategic Planning Processes. Support the planning activities to develop the agency level strategic plan. Support the execution of the overall strategic plan by ensuring organizational alignment with the overall strategy. This includes conducting periodic investment operational reviews, planning sessions, performance assessments. Maintain related dashboards, planning and reporting artifacts. Implement IT Performance Management Processes. Support enterprise performance management efforts including developing reports on business performance metrics for the organization performance plan, results and reporting. Mature the Capital Planning and Investment Control (CPIC) Process. Develop documentation and process assets to support the CPIC processes. Conduct ongoing analysis across the technology portfolio to assess implications of ongoing capital and operations and maintenance costs for technology investments across the Bureau. Inform the technology roadmap and long-term planning efforts. Provide recommendations for and support implementation of improvements to the Investment Review Board (IRB) and CPIC processes. Qualifications : Bachelor's Degree (BS/BA) or equivalent Ten (10) years of experience in managing and maturing a PMO in a Federal government IT organization specifically in the area of investment portfolio management and financial analysis Performed cost benefit and/or alternatives analysis of major investments having an annual budget of at least $10MM Conducted capital planning and investment control review processes and developed associated tools and templates Implemented strategic performance measures aligned with overall business strategy Developed IT program-level operating plan that employed objectives and key results (OKRs) or similar reporting approach Applied Business Intelligence tools such as Tableau or Power BI for investment analysis and IT dashboard reporting Expertise in Technology Business Management (TBM) and Federal Information Technology Acquisition Reform Act (FITARA) reporting. TBM Certification Preferred Qualifications : MBA or other relevant graduate degree or a technical degree coupled with relevant business education or relevant work experience FinOps Certification Professional Skills: Excellent verbal, graphical, interpersonal and written communication skills. Strong analytical, problem-solving and decision-making capabilities. Team player with the ability to work in a fast-paced environment. Must possess strong analytical, organizational and project management skills. Demonstrated outstanding level of professionalism in providing client support, including ability to exercise good judgment, discretion, tact, and diplomacy. Sound business ethics, including the protection of proprietary and confidential information. Ability to work with all levels of internal staff, as well as outside clients and vendors.
