Description:

Duties * You will provide support to the PMRF underwater tracking systems composed of permanent in-water systems and portable systems. * You will be responsible for specific projects and program assignments related to the development, design, installation, maintenance, and quality assurance of underwater tracking systems. * You will take charge of underwater tracking projects, conduct periodic reviews of underwater tracking systems data and implement corrective actions when appropriate. * You will provide leadership to diverse groups of personnel in tasks and projects driven by mission support needs, and provide on-site engineering, leadership, and resolution for emergent systems operation or maintenance problems. * You will perform short and long range planning for acquisition and installation of underwater tracking systems. * You will design operational tests to verify underwater tracking systems capabilities to support Navy and other range customer requirements. * You will plan and coordinate an extensive underwater tracking systems test program for new tracking targets/programs introduced at PMRF. * You will prepare and present novel concept and development proposals and participate in meetings, conferences, and committees to facilitate planning, acquisition, development, and improvement of underwater tracking systems. * You will formulate, analyze, model, evaluate, and perform design studies and advise on the feasibility and suitability of improvements/modernization of underwater tracking systems. * You will participate in proposal evaluation, contract administration, and contract monitoring efforts associated with range instrumentation projects as a Technical Representative or Contracting Officer's Technical Representative. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You will be required to occasionally wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * Work includes embark on ships or other vessels at various areas in Hawaii and across the Western Pacific to support employment of portable/mobile underwater tracking systems for testing new equipment and providing training services to Fleet units. Qualifications GS-12 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector as a professional engineer planning, evaluating, identifying problems and making recommendations for developing and operating range systems in support of test programs for underwater tracking systems. GS-11 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the federal service or equivalent experience in the private or public sector as a professional engineer assisting in planning, evaluating, identifying problems and making recommendations for developing and operating range systems in support of test programs for underwater tracking systems. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
