Dated Posted: October 9, 2024Job Description and Hiring Process Attached JOB DESCRIPTION HUMAN RESOURCES ASSOCIATE NON-EXEMPT DESCRIPTION OF DUTIES : This position involves a wide range of support to the Human Resources Division. The person in this position will be responsible for tracking and administration of leave benefits including but not limited to the Family Medical Leave Act (FMLA), Short Term Disability (STD), Long Term Disability (LTD), and Workers' Compensation. The Human Resources Associate will also be responsible for assisting the Human Resources Coordinator in working with all aspects of the fringe benefits afforded to Township employees, assisting with new hire onboarding, updating the monthly benefits bulletin, and tracking new hire probationary periods. Additional responsibilities include assisting with the Safety and Wellness Committee and the Canton Council. The person in this position works under the supervision of the Human Resources Manager or designee. EXAMPLES OF WORK : (Note: These examples are intended merely as illustrations of the various types of work performed) Responsible for tracking and administration of FMLA, short-term, long-term disability and Workers' Compensation programs in accordance with the bargaining union contracts and in coordination with the insurance carrier, the employee, and their medical providers, work is carried out under the direction of the Human Resources Manager or designee. Responsible for providing employees with the required documentation for FMLA and continued benefit administration during approved leaves, including but not limited to, completing and processing all required forms and tracking all time taken for each FMLA claim and other approved leaves. Responsible for claims management, tracking and monitoring appointment follow-up, and providing employee education and training as related to leave maintenance. Generates and communicates leave notifications to update directors, managers, and supervisors; provides continuous and timely updates until the employee is returned to full duty. Develops and tracks leave of absence metrics and conducts absence analysis to identify opportunities and strategies for improvement. Assist with the coordination of Township wide training for supervisory staff related to the administration of leave programs. Creates and distributes communications regarding employee benefits. Assist with tracking part-time employee hours to ensure compliance with the Affordable Care Act (ACA) and Paid Medical Leave (PML) Programs. Completes, responds to, and monitors all Unemployment Claims. Assist with new hire onboarding for both full-time and part-time employees. Responsible for tracking and monitoring probationary periods for new hires. Assist with and serves as a backup for the Township to administer fringe benefits related to medical, dental, and prescription plans as well as optical reimbursement. Assist with the on-site Safety and/or Wellness programs and s upports compliance program implementation. Provides support for the Canton Council. Maintains sensitive and confidential information in compliance with HIPAA and other best practices. May assist with leave bank reports and benefits compliance reports as required. Performs other related duties as assigned. ESSENTIAL JOB FUNCTIONS - KNOWLEDGE, SKILLS AND ABILITIES: Minimum of an Associate Degree or any equivalent combination of experience and training which provides the required knowledge, abilities, and skills. Graduation from a college or university with a bachelor's degree in Human Resources, Labor Relations, Personnel Administration, or related field preferred. A minimum of two years of progressively more responsible related work experience in Human Resources is required; municipal government experience preferred. Previous verifiable professional work experience in claims management including but not limited to: STD, LTD, FMLA, Workers' Compensation and ADA Must possess a current, valid Michigan Driver's License with a driving history that does not create liability concerns; which includes, but is not limited to, convictions for reckless driving, careless driving, suspended license, or convictions involving drinking and impaired driving. Ability to serve as a liaison between Human Resources, Township Departments, and outside vendors. Some knowledge of the principles and practices of public personnel administration. Some knowledge of the principles of governmental organization. Ability to demonstrate excellent customer service skills by maintaining a pleasant, empathetic, and professional demeanor. Ability to establish and maintain effective working relationships with Township Officials, department directors, managers, division supervisors, and other employees.
