JOB DESCRIPTION Commensurate with Experience Position is Open Until Filled Value Proposition The HR Policy Manager is a key member of the Human Resources Compliance and Regulation team. This role will be responsible for the implementation and maintenance of all City policies. The HR Policy Manager will collaborate with DHR and leadership in all City departments to establish a HR policy inventory and review process and ensure significant HR policy decisions align to enterprise strategy. Key Responsibilities: * Leads or assist in projects representing Compliance and Regulation, including but not limited to working on enterprise-wide project teams with internal partners. * Evaluate existing City policies, both enterprise wide and those created for individual City departments. * Conduct regular review of all ER policies to ensure compliance with applicable laws, government regulations, other internal processes or procedures and ensure best practices for external benchmarking. * Assess HR risks associated with City HR policies and employee relation ("ER") practices. * Responsible for spearheading initiatives involving policies that support the City being an employer of choice. Present analysis, findings, and response recommendations to management. * Present recommendations for policy or program changes to the HR Compliance and Regulation team and, if applicable, the Human Resources Leadership Team ("HRLT"). * Strategize and assist with content developments or changes to ER policy and programs which may include updates to process and practice. * Responsible for written and verbal communications, policy writing, training materials and/or presentation facilitation as assigned. * Consult, advise, and provide best practice solutions to ER peers, HR Business Partners and City management on interpretation and implementation of City policies and programs. * Serve as a custodian of all HR policies and maintain responsibility for the socialization of all new policies. * Monitor the implementation of new HR policies and assist in citywide training on any newly implemented policy. QUALIFICATIONS * Bachelor's Degree in Human Resources, English, Communications or Public Policy preferred* 8+ years of practical experience managing ER/HR policies * Extensive knowledge in HR-related laws, especially well versed in employment laws, data privacy laws, and equal opportunities laws * Sufficient knowledge in legal language, and capable of understanding and precisely interpreting HR related laws for management decision Preferred Qualifications* An undergraduate degree or higher in business administration, human resources management, public administration or closely related field * 3 plus years progressive experience in leave management focusing on the interplay between ADA and Family and Medical Leave Act (FMLA) * 2 years managing disability accommodation requests * Proven success for working with all types of individuals in a high-paced environment * Developing and maintaining partnerships with various stakeholders * Leading staff and providing training
