This position serves as a Command Officer to front line Paramedics and Emergency Medical Technicians (EMT) on emergency scenes, provides direct supervision and management of members (Paramedics and EMTs) assigned to Special Operations, on scene medical services at events, and Speciality Response Teams. This position manages EMS Special Operations, event medical coverage, Specialty Teams including the Tactical Paramedic team that is detailed to the Sheriff's Office SWAT program, the Florida DOH Highly Infectious Disease Transport Network, and the Critical Care Paramedic program. Manages and supervises EMS preparedness and response activities and resources in the EOC. ESSENTIAL DUTIES Serves as a Command Officer to front line Paramedics and Emergency Medical Technicians (EMT) on emergency scenes. Serves as fourth in command and as Chief in the absence of the EMS Chief, and the two Deputy Chiefs. Manages the Division's Special Operation services, including on-scene medical services at events, Specialty Response Teams (Tactical Paramedics, Highly Infectious Disease Transport Network, and the Critical Care Paramedics) and preparedness and response activities. Manages the Division's Continuity of Operations Plan and Emergency Operations Plan. Manages and supervises EMS preparedness, response, and resources related to high-risk / low frequency events such as natural and man-made disasters and major/complex emergencies including the resources assigned to the EOC. Supervise and direct the activities of professional (Paramedic and EMT) and support staff to meet program objectives. Serve as a Command Officer to front-line Paramedics and EMTs that provide on-scene emergency medical care. Oversee the coordination, management, and scheduling of on-scene medical coverage provided at events throughout the community. Oversee the coordination, management and scheduling of EMS Specialty Response Teams. Conduct regular staff performance reviews and annual performance evaluations on assigned members (Paramedic and EMT). Provides on-scene emergency medical care as a Paramedic. Serves as command officer in Incident Command Structure at emergency scenes. Receives requests for EMS services at community events. Provides consultation to event sponsor with recommendation for medical coverage and provides price quote to sponsoring organization. Finalizes scheduling details with sponsor. Schedules EMS members (Paramedics and EMTs), logs event, and creates or supervises and approves an event action plan when appropriate. Facilitates and coordinates the equipment needed to provide the medical coverage. Serves as or schedules an incident commander or EMS lead to oversee EMS activities including the delivering of on-scene emergency care by Paramedics and EMTs. Maintain the Division's Continuity of Operations Plan and Emergency Operations Plan. Manages and supervises EMS preparedness, response, and resources related to high-risk / low frequency events such as natural and man-made disasters and major/complex emergencies including the resources assigned to the Emergency Operations Center. Ensures equipment, supplies, and personnel are equipped and prepared to respond to disasters. Oversees the maintenance of special operations and specialty team equipment. OTHER IMPORTANT OR MARGINAL DUTIES Ability to provide basic and advanced life support to the sick and injured. KNOWLEDGE, SKILLS, AND ABILITIES Comprehensive knowledge of the principles, practices, techniques, rules and regulations of emergency medical services, incident command system and emergency preparedness. Skills in writing and maintaining incident action plans, continuity of operations plans, emergency operations plans, standard operating guidelines, and performance evaluations. Skilled in interpersonal relationships and ability to work with other organizations. Ability to be courteous and professional, deal with a variety of sick and injured individuals from various socioeconomic, ethnic and cultural backgrounds. Ability to utilize ambulance, ambulance equipment, advanced and basic life support equipment, write reports, and maintain confidentiality. Ability to handle, maintain, control, and administer controlled substances. Ability to understand and follow Standard Operating Guidelines and medical protocols. COMPLEXITY OF WORK Independent judgment is required. INTERNAL AND EXTERNAL CUSTOMER CONTACT Work requires interaction with citizens, hospital staff, and various emergency services workers in EMS, fire and police. EQUIPMENT AND TOOLS USED Computer and emergency medical equipment, electronic patient care reports (ePCR), communication systems such as radios and mobile applications used in the delivery of EMS services. Operate car, light truck or ambulance. WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is mainly at a desk, usually seated in a chair. Work may require employee to work inside and outside with exposure to changing climate and/or operate machinery. May be requested to work a different shift. Work may include providing on-scene medical care as a Paramedic. Must be able to remain in a stationary position at a desk and/or computer for extended periods of time. May require regular walking for periods of time. Must be able to lift/push/pull in excess of 20lbs. May need to stand for long periods of time. May need to stoop/kneel/crouch. May need to reach/handle/finger/feel. MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a Bachelor's degree in a related field and five years as an EMS Field Operations Supervisor; or an equivalent combination of training and experience. Necessary Special Requirements : Must possess and maintain a State of Florida Certified Paramedic License/EVOC.
