Job Description - Deputy Laboratory Director for Management and Operations and Chief Operations Officer (21583) Location: Idaho Falls, ID (onsite) Reports To: Laboratory Director Responsibilities: Work closely with the Laboratory Director and the Deputy Laboratory Director for Science and Technology on institutional planning, and to define and direct investments to meet laboratory needs and priorities. Build and strengthen partnerships and connections with DOE, national laboratories, technology end users, industry, universities, and government collaborators and regulators. Provide visible community and regional leadership. Act as lead negotiator for changes to the INL management and operations contract and annual Performance Evaluation and Management Plan. Inspire Create and drive vision through leadership, exploration, boldness and resolve. Advocate for an ethos of continuous improvement, innovation and collaboration. Manage the risks of leading a multidisciplinary, complex energy research and engineering institution by balancing responsible, safe operations and innovation. Set strategy and deliver performance Translate strategic objectives into integrated strategies and plans that optimize resources and maximize performance in management and operations. Establish overall expectations for conduct of operations and act as a leading proponent for safe and secure operations. Address principal institutional operational challenges by formulating strategies for improvement. Fulfill the role of Executive Vice President for Battelle Energy Alliance. Oversee management of large capital projects. Oversee development and implementation of labor strategies and collective bargaining agreement negotiations. Monitor DOE regulatory shifts and benchmark against other national laboratory operations to proactively address potential impacts on INL. Implement management and operational best practices and spearhead process innovations to increase efficiency, quality and cost-effectiveness. Integrate and coordinate interactions with industry, customers, federal and state governments, and DOE on matters related to laboratory management and operations. Build robust connections with the DOE Idaho Operations Office to achieve or surpass annual contract performance goals. Develop people and culture Lead and enhance a leadership team that effectively provides management and operations that support INL mission activities, enhancing collaboration and engagement within and across organizations. Champion talent identification and development to meet long-term institutional strategies. Maintain and advance a healthy, positive and inclusive work environment that promotes and enhances discovery and innovation and reinforces INL's values. Build reputation Be a credible and respected leader who can speak with confidence and depth about INL to a variety of audiences. Assume a senior operational leadership role to Battelle, other national laboratories and DOE in devising enhancement strategies and initiatives, response capabilities, and leadership training to foster continuous progress and cooperation. Actively volunteer in community service and champion others to participate, and engender public trust and confidence. Qualifications: Accomplished senior or executive leadership in a complex technical organization, balancing mission, operational requirements and risk to deliver mission outcomes. Bachelor's degree in a science or technology field, Master's degree preferred, with an interest in supporting and promoting the laboratory's science, technology and engineering programs. Minimum of 15 years of experience within DOE, or equivalent executive level experience with a major research university, company, or institution. Record of strong operational leadership with experience in a variety of operational environments, including those with radiological or nuclear hazards. Outstanding, authentic presentation and communication skills and the ability to be an outgoing and passionate spokesperson and relationship builder. This position requires the ability to obtain and maintain a Department of Energy "Q" clearance and SCI, which requires US Citizenship. Job Information: The pay range for this position is $379,000 - 575,000. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials. You are required to show a demonstrated commitment to valuing diversity and contributing to an inclusive working environment. TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
