IELRB is seeking to hire a Technical Advisor II to perform specialized legal work related to the administration of the Illinois Educational Labor Relations Act under the direction of the Executive Director. The Technical Advisor would conduct formal hearings in unfair labor practice cases and representation matters, investigate complex unfair labor practice charges, review legal petitions for certification of employee labor units; perform online legal research, draft and prepare written investigative reports, legal orders, and certifications and conduct on:site elections and mediations between adverse parties. Essential Functions 1. Conducts investigations of representation cases including, but not limited to, reviewing representation petitions, gathering testimonial and documentary evidence from the parties involved, conducting legal research, legal writing, securing consent election agreements, conducting representation elections. 2. Under the direct supervision of the Executive Director, performs labor relations investigative work including, but not limited to, investigates representation and unfair labor practice cases, conducts secret ballot elections, conducts representation and unfair labor practice hearings. Conducts legal writing and research. 3. Conducts specialized administrative hearings and legal hearings concerning issues of fact or law raised in unfair labor practice cases. 4. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications 1. Requires graduation from a recognized law school. 2. Requires possession of a valid license to practice law in Illinois. Preferred Qualifications 1. Prefers basic proficiency in utilizing Microsoft WORD or similar word processing software 2. Prefers two years professional experience conducting online legal research using West Law or Lexis 3.Prefers two years of experience analyzing, appraising, organizing facts, evidence and precents involving a moderately complex problem 4. Prefers completion of one or more labor law classes or related classes in law school. 5. Prefers two years of experience presenting material regarding a moderately complex problem in a clear and logical form in written media as briefs, memoranda, summarizations, research reports or regulations. 6. Prefers two years of working experience demonstrating the ability to establish and maintain satisfactory working relationships with peers, co:workers, outside practitioners or customers and others to successfully complete the work. 7. Prefers two years of practical experience working in a team setting to complete organizational goals. Conditions of Employment 1.
