The CCDF program aids low-income families in accessing childcare, thereby enhancing the quality of early childhood education. The project involves the enhancement and maintenance of the Child Care Automated Reporting System (CARS), a vital tool for collecting, processing, and reporting data on the CCDF program. CARS ensures that data collected from states, territories, and tribes is accurate and submitted in a timely manner to meet federal requirements.The CARS project supports the agile development of new modules and updates existing ones to keep pace with changing requirements. The system collects various data types, including monthly case-level data and annual aggregate data, which are essential for federal reporting. The project also emphasizes the importance of training and technical assistance (T&TA) to help CCDF grantees effectively use the CARS system and improve data quality. About the TA Task Lead/Manager The TA Task Lead/Manager will oversee the implementation of T&TA services, ensuring that CCDF grantees receive the necessary support to use CARS effectively. This role requires a deep understanding of federal childcare reporting requirements and the technical aspects of the CARS system. The TA Task Lead/Manager will coordinate with the OCC, regional program managers, and other stakeholders to develop and execute comprehensive training plans. The ideal candidate will have strong leadership skills and the ability to manage a team of technical experts and trainers. They will be responsible for planning and delivering training sessions, developing training materials, and providing ongoing technical support. The TA Task Lead/Manager will also be tasked with monitoring the effectiveness of T&TA activities and making improvements based on feedback and data analysis. Key Responsibilities Include: Develop and implement a comprehensive T&TA plan for the CARS project. Oversee the delivery of training sessions, both virtual and in-person, to CCDF grantees. Coordinate with the OCC and regional program managers to identify T&TA needs and prioritize activities. Develop and update training materials, technical bulletins, FAQs, and "How to" guides. Provide on-demand technical assistance through a toll-free hotline, email, and virtual meetings. Conduct site visits to provide targeted assistance and improve data quality. Monitor and report on the effectiveness of T&TA activities, including participant feedback and resolution of technical issues. Ensure that all training materials and resources meet Section 508 Accessibility Standards. Lead a team of technical experts and trainers, providing guidance and support as needed. Conduct the research necessary to develop and revise training courses. Develop and revise courses and prepare appropriate training catalogs. Prepare instructor materials (course outline, background material, and training aids). Prepare student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms). Train personnel by conducting formal classroom courses, workshops, and seminars. Prepare reports and monitor training tasks in support of the goals of the Contractor Program Manager and the government sponsor(s) using standard training standards and software and hardware programs such as modeling and simulation and prototyping efforts. Provide input to the Project Lead and the Contractor Program Manager on which decisions for training validation and or modifications of specified items or systems can be corrected. What you bring to the table: Bachelor's degree in Education, Information Technology, Public Administration, or a related field. Master's degree preferred. Minimum of 15 years of experience in training and technical assistance, preferably in a federal or state program context. Experience and knowledge of the Child Care and Development Fund (CCDF), its network, and stakeholders is required Strong understanding of federal childcare reporting requirements and data management systems. Experience with developing and delivering training programs, both in-person and virtual. Excellent communication and interpersonal skills, with the ability to engage with diverse stakeholders. Proven ability to lead and manage a team of technical experts and trainers. Strong organizational skills and the ability to manage multiple tasks simultaneously. Knowledge of Section 508 Accessibility Standards and experience in developing accessible training materials. Proficiency in using virtual training tools and technologies. This is a remote position, located in any of the fifty United States or Washington, DC.
