DEFINITION To assist in planning, directing and overseeing the activities and operations of the Human Resource Department including human resources policy development and compliance, recruitment and selection process, workplace safety & investigations, job analysis and classification, compensation, training and development, safety programs, employee benefits, employee on-boarding and off-boarding programs; employee and labor relations, to coordinate assigned activities with other City departments and outside agencies. In addition, to ensuring payroll records and processes are in compliance per IRS guidelines. This is accomplished by the use of independent judgment. The employee is expected to adhere to all City of Ponca City Policies, City Guidelines and SOP’s and act as a role model in their application. SUPERVISION RECEIVED AND EXERCISED Receives general administrative direction from the Human Resources Director and City Manager. Exercises direct supervision over professional, technical and clerical staff. ESSENTIAL FUNCTION STATEMENTS -- Essential responsibilities and duties may include, but are not limited to, the following: Essential Functions : 1 . Assist the Human Resources Director in all Human Resource Department services and activities including recruitment, classification, compensation, employee orientation programs and payroll; recommend and administer policies and procedures. 2 . Assist in the development and implementation of Human Resource Department goals, objectives, policies, and priorities for each assigned service area. 3. Assist in Planning, directing and coordinating the Human Resource Department's work plan. 4. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. 5. Assist in the selection, training, motivating and evaluating Human Resource Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. 6. Support and defend Human Resource Department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 7. Represent the Human Resource Department on behalf of the HR Director to other City departments, elected officials and outside agencies; coordinate Human Resource Department activities with those of other departments and outside agencies and organizations. 8. Participate in City and Union grievance discussions as well as contract negotiations. 9. Provide staff assistance to the City Manager and City Commission; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspon­dence. 10. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of personnel management. 11. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 12. Perform related duties and responsibilities as required. 13. Must have acceptable attendance and be able to work well with people. QUALIFICATIONS Knowledge of: Operations, services and activities of a comprehensive human resource services program. Supervisory skills to analyze programs, policies and operational needs. Principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation. Pertinent Federal, State, and local laws, codes and regulations. Ability to : Plan, organize, direct and coordinate the work of staff members. Select, supervise, train and evaluate staff. Delegate authority and responsibility. Assist in leading and directing the operations, services and activities of the Human Resource Department. Identify and respond to community and City Commission issues, concerns and needs. Develop and administer, departmental goals, objectives, and procedures. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Interpret and apply Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Maintain effective audio-visual and perception needed for: 1. Making observations 2. Communicating with others 3. Reading and writing 4. Operating assigned equipment. Maintain mental capacity which allows the capability of: 1. Making sound decisions 2. Demonstrating intellectual capabilities. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience : Bachelor Degree in a course of study related occupational field is preferred, supplemented by five years’ of related experience, including at least 2 years supervising employees; or an equivalent combination of education, training and experience. Human Resources certification is a plus. Prior union experience is a plus. Previous experience in municipal government is preferred. Possession of a valid Driver’s License. WORKING CONDITIONS : Primarily an inside environment, however situations do require field site deployment and/or irregular work hours. Position involves some pushing pulling and lifting to 20 pounds. Physical Conditions : Essential and marginal functions may require maintaining physical condition necessary for lifting, walking and sitting for prolonged periods of time.
